Financeradar data: of the 14 checking accounts we verify, the average APY is 0.45% (rates checked October 2026; we have logged 90 dated rate checks since September 2026). That average yield is not the figure that answers which bank will bill a shortfall. One paid overdraft at a branch bank costs more than a year of interest on a bill-paying balance.

Capital One is the clean answer when the fee should be gone whether the item posts or fails. The bank does not charge an overdraft fee if it pays the item or if it declines the item, which suits bill pay that sometimes arrives early. Ally Interest Checking adds CoverDraft and still prices the overdraft at nothing, so a short check can clear once the account qualifies. SoFi Checking prices the fee at nothing and limits the cushion to debit purchases, which leaves a rent pull uncovered. Citi Regular Checking is the branch bank whose comparison says it will not charge an overdraft fee, useful if the cash is already there. Chase Total Checking still charges once the shortfall clears a threshold, so it stays off this list, and every published account is in the checking directory.

Place on this list follows whether an overdraft fee exists, then whether a short swipe is paid or declined, then the test before any cushion turns on. Anyone who wants the overdraft line gone, not waived the next day.

+Capital One's overdraft page says consumer checking has no overdraft fee, including when a transaction is declined. Auto-Decline, Free Savings Transfer, and no-fee overdraft are the three settings, so the choice is whether the item posts, not whether you pay.
+Once you qualify, no-fee overdraft can consider a check, an electronic payment, or a recurring debit. ATM withdrawals and one-time debit purchases stay a separate opt-in, and the FAQ says there is no foreign-transaction fee.
+There is no monthly fee and no minimum to open, keep, or use the account, so a quiet month does not create a maintenance bill. Fee-free cash access covers Capital One, MoneyPass, and Allpoint machines, a network the bank counts above 70,000, and the balance is FDIC-insured through Capital One, N.A.
−Qualifying for the approving option takes a deposit of at least $250 in two of the previous three calendar months. A brand-new account is generally declined until the third calendar month, so early bills can bounce with no bank fee. Internal transfers between Capital One accounts do not count toward that test.

+Ally's spending page lists overdraft items, the monthly maintenance fee, and a low daily balance at no charge. After you qualify, CoverDraft can pay checks, debit purchases, transfers, and bill pay up to the cap in the comparison table. You have 14 days to bring a negative balance back above zero, and you still owe it.
+The higher CoverDraft amount in the comparison table needs a qualifying direct deposit of that same amount for two months in a row. You then change a setting, and one direct deposit every 45 days keeps the higher cap. Standard eligibility is 30 days after you deposit $100, so the cushion is not there on day one.
+Correct as of September 23, 2026, the APY is 0.10% below $15,000 and 0.25% at $15,000 or more, so a typical bill-paying balance earns the lower tier. Allpoint and MoneyPass ATMs in the United States do not add an Ally fee, Ally Bank is a Member FDIC, and there is no minimum deposit to open.

+SoFi's fee sheet, effective May 18, 2026, prices the overdraft fee and the return-item fee at no charge. The monthly maintenance fee, the minimum balance fee, and the inactive-account fee are also no charge on that sheet. SoFi may still return an item when the balance is short, so a bill can bounce without a bank penalty.
+Overdraft Coverage, on SoFi's checking page, can cover up to $50 of negative balance on debit-card purchases. That coverage needs at least $1,000 in eligible direct deposits in a rolling 31-day period, so it waits on a paycheck. It does not apply to peer-to-peer transfers, bill payments, or checks, and unpaid negative balances in your history can block it.
+The rate sheet effective September 23, 2026 pays 0.50% APY on all checking balances, whether or not you have SoFi Plus or a paycheck. Opening checking also opens savings at SoFi Bank, N.A., Member FDIC, and that savings balance has its own rate, which is a different number from this one.
−The domestic wire out is the price in the comparison table. An instant transfer out costs 0.75% of the amount, with a floor of $1 and a ceiling equal to that wire. A cash deposit through a partner can cost up to $4.95, and that charge comes from the partner rather than from SoFi.

Card purchases in an app, after a paycheck has been arriving.

+Chime's fee help page says checking has no minimum balance, no monthly fee, and no overdraft fee. If SpotMe or the balance cannot cover a debit, Chime declines the card and does not charge for that decline. A returned bill can still draw a fee from the biller.
+SpotMe disclosures require $200 or more in qualifying direct deposits each month before the cushion is real. Qualifying members start at a combined limit of $20, and history can lift that toward the figure in the comparison table. Until the paycheck test is met, assume the card will be declined and a bill can bounce.
+In-network withdrawals on Chime's ATM locator, counted above 47,000 machines, are not charged by Chime. Either Stride Bank, N.A., or The Bancorp Bank, N.A., holds the deposit, and both are Members FDIC. Chime states it is a technology company rather than the institution that holds the cash, and it is not itself FDIC-insured.
−An out-of-network cash withdrawal is the amount in the comparison table, and the ATM operator can add another fee, including on a balance inquiry. Moving money out instantly costs 1.75% of the amount, and that adds up when the paycheck leaves the same day it arrives.
−SpotMe does not cover ACH transfers, Pay Anyone transfers, or Chime Checkbook transactions, so a bill pull can still be returned. Debit and credit SpotMe share one limit, and there is no branch if you need to pay rent in person.

Citi customers whose problem is the overdraft line, not the monthly fee.

+Citi's account comparison says there are no overdraft or returned-item fees, and the footnote says Citibank will not charge an overdraft fee. The bank may still pay or return a short item, and it can stop permitting overdrafts without notice. That is not a promise the rent payment will clear.
+Safety Check can move funds from linked Citi savings or a money market account onto Regular Checking, and that move is not an overdraft item fee. Access Checking is a different product built to decline an overdraft, which suits someone who wants the swipe to fail.
+The comparison waives the monthly fee in a month with $250 or more in direct deposits or other qualifying transactions. Higher relationship tiers show no monthly fee, so the waiver is the part you can miss. The deposit sits at Citibank, the bank on the account, rather than a fintech partner.
−The monthly service fee is $15 on the basic tier when the waiver is missed, so a quiet month still costs money. A non-Citi ATM withdrawal is the amount in the comparison table, and the fact sheet says that ATM fee cannot be waived.
−Checking Plus, a variable-rate line of credit, can be linked to Regular Checking after a credit application. Interest on that line is not an overdraft fee, and it is still a cost if you live in the negative. No dollar overdraft cushion is printed the way Ally and Chime print one, so you cannot budget a known cap.

People who will open a Schwab One brokerage and want the fee gone.

+The deposit pricing guide says Schwab does not charge an overdraft fee or a monthly service charge. The Schwab One brokerage linked to it has no minimum, and you do not have to fund that brokerage when you open checking with it. The hurdle is agreeing to the brokerage, not passing a deposit test.
+Cash withdrawals on the Schwab Bank Visa Platinum Debit Card are rebated worldwide, and the guide lists no foreign-exchange fee on debit purchases. That pair is why a traveler accepts the brokerage link, even though the overdraft path can touch margin.
+Approval puts the checking account at Charles Schwab Bank, SSB, Member FDIC, and online transfers between checking and the linked brokerage are free. Those transfers are how a shortfall in checking gets covered from the brokerage.
−Overdraft protection looks automatically to the Schwab One account. The guide warns that margin can create a margin loan with daily interest, a margin call, or a liquidation. The brokerage is not a bank deposit and is not FDIC-insured, and the value can fall, so do not park rent there.
−An outgoing domestic wire costs $25, and the online price is the lower figure in the comparison table. Schwab can change or end the ATM rebate, so the worldwide refund is not a contract. The pricing guide describes a variable checking rate and publishes no numeric APY, which is why this page quotes none.

Buyers who want a short swipe declined instead of paid.

+Varo's disclosures say transactions are declined when funds are insufficient, which is the whole overdraft policy. The bank will not charge an overdraft fee even if a negative balance still happens, so a tip that settles high is not a fee event.
+The account agreement says you cannot intentionally overdraw, and the bank will refuse a payment or withdrawal the available balance cannot cover. There is no monthly maintenance fee and no minimum balance fee, so the account does not bill you for sitting quiet.
+Varo Bank is the institution on the account, FDIC-insured, rather than a brokerage sweep or an unnamed partner. A pending item that later settles higher is the exception the disclosures warn about, and that exception still does not add an overdraft fee.
−A restaurant tip, or another charge that settles above the authorization, can push the balance below zero. If that negative balance lasts more than 60 calendar days, the account agreement says the account is subject to closure, and you still owe the shortfall.
−Varo publishes no single nationwide dollar amount for an out-of-network ATM withdrawal, as of September 23, 2026. This is a spending account, so a savings APY printed elsewhere on Varo's site is not the rate on this balance.

A checking yield, if ten qualifying debit purchases will actually post.

+Quontic's high-interest checking page says the bank does not charge an overdraft fee, and it also says there is no monthly fee. The overdraft answer on that page is a decline of the fee, not a published dollar cushion, so a short swipe is not a coverage plan.
+After at least 10 qualifying point-of-sale debit transactions in the statement cycle, the same page states 1.10% APY on every balance tier, and interest compounds daily. The account lists 90,000 surcharge-free ATMs, and Quontic Bank is FDIC-insured, so the yield and the insurer are the same institution.
+Miss the purchases and the page prints the fallback yield beside the headline, at 0.01%, so the quiet-month rate is visible before you open.
−Each qualifying purchase has to be at least the amount in the comparison table. Transfers, ATM withdrawals, peer-to-peer payments, and the cash portion of a purchase do not count toward that purchase count. A month of bills paid from another card is a month at the fallback yield.
−Opening takes a $100 minimum, so this is not a zero-dollar start even though the overdraft fee is absent. Quontic publishes no dollar overdraft cap, because the product is not a coverage plan you can budget against.

Card spending you will keep active, after a payroll deposit.

+Current's Fee-Free Overdraft terms, in the Choice account agreement dated June 22, 2026, say the feature charges no additional interest or fees. Only card purchases are eligible, while ATM withdrawals, peer-to-peer payments, bill pay, and ACH sit outside it, so a rent pull is not covered.
+Enrollment needs one eligible payroll deposit of at least $200 in the preceding 35 days, so the feature is not on at signup. Current's support page says the limit can start at $25 and rise to the cap in the comparison table. The app shows the limit on that account, and you can lower it if you want a smaller cushion.
+The Choice agreement says the account is not interest-bearing, requires no initial deposit, and treats Allpoint ATMs as fee-free. Support pages describe pass-through FDIC insurance at Choice Financial Group and at Cross River Bank, so name the partner on your agreement before you count coverage.
−An out-of-network ATM or over-the-counter withdrawal is $3.50 in the fee schedule, and a cash deposit at a participating partner is the same amount. A purchase abroad costs 3%, minimum $0.50, so travel swipes are a poor use of this card, and there is no branch.
−If the negative balance is unpaid for 60 days after the first eligible transaction that caused it, Current can restrict or close the account and end the feature. After 12 consecutive months with no transactions, the agreement allows a $5 inactivity fee each further quiet month, so an abandoned login is not free.

Named-category debit rewards, once a paycheck is deposited here.

+Upgrade's Rewards Checking Preferred page says there are no overdraft fees, no annual fees, and no monthly maintenance fee, so none of those lines bill you. Allpoint ATMs are free on a network the page counts above 55,000, and the account is free to open. The reason to open it is the reward rule, not an overdraft cushion.
+Debit purchases in gas, restaurants, utilities, and subscriptions earn 2% cash back once monthly eligible direct deposits reach at least $1,000 within 60 days of opening. Rewards cap at $500 per calendar year, and if you miss that deposit the cash back stops, which is the real cost of this account.
+Upgrade describes insurance up to $250,000, through Cross River Bank or other participating institutions, under FDIC or NCUA. A direct deposit below $5,000 may show up as much as two days early, and Upgrade does not guarantee that date, so do not schedule rent on it.
−Upgrade publishes no dollar amount it will pay into the negative, so this is a no-fee policy rather than a cushion you can budget. Add any third-party surcharge on top of the out-of-network ATM fee in the comparison table. Debit purchases abroad cost 3%, and an outbound domestic wire is $20, which is the priced way to send a large payment.
−Upgrade says this checking account earns no APY, so the reward is cash back rather than yield. Skip the monthly direct-deposit test and the cash back ends. Groceries, travel, rent, and general retailers sit outside the 2% categories. The 3.30% savings APY, effective September 18, 2026, is a Performance Savings account, not this checking balance.

What an overdraft fee is, and what a free cushion is

An overdraft fee is the charge a bank adds when it pays a transaction that takes a checking balance below zero. A returned-item fee is the charge for sending that transaction back unpaid. The accounts on this list publish neither charge for a consumer overdraft, which is the only reason they are ranked here. A cushion, when one exists, is a separate promise: the bank may pay the item up to a cap, and you still owe the shortfall.

The FDIC national rates table puts interest checking at 0.07% as of September 21, 2026, on the $2,500 tier. Multiply that tier by the national rate and a year of interest is $1.75, before tax. Chase's overdraft item fee is several times that figure for a single paid item, which is why yield is the wrong sort for this question. A second app at the same bank does not raise the insurance cap, and a fintech passes coverage through a partner only when that bank's conditions are met.

Paying the item is not the same as forgiving it. Capital One, once you qualify, can approve a check, an electronic payment, or a recurring debit, and you must put the money back promptly. Ally does the same job up to a cap, then declines the rest, which fits a bill that is only slightly short. Varo refuses the payment when the balance is short, which fits spending that should fail rather than post. Chime and Current pay a card purchase only after a payroll test, and they skip ACH, so rent is still your problem. The fee line stays at nothing, and a negative balance is still a debt you owe.

A paid overdraft at Chase or Wells Fargo dwarfs checking interest

On Chase's standard overdraft page, a paid item costs $34 once the account is overdrawn by more than the threshold in the summary above, with a maximum of three fees in a business day. Chase Overdraft Assist removes the fee when you are overdrawn by that same threshold or less at the end of the business day, or when you bring the balance back to that point by 11 p.m., ET, the next business day. That is a waiver with a deadline, not a deleted fee, and a declined item is not charged.

Bank of America Advantage Plus charges $10 per overdraft item and not more than two of those fees a day, on the personal schedule of fees. Everyday non-recurring debit purchases and ATM withdrawals are outside that fee, and so is an item the bank declines. Checks and recurring payments can still post the charge, and Decline All avoids that fee while a biller can still charge for a returned payment. Wells Fargo Everyday Checking charges $35 per item it pays into overdraft, no more than three fees a business day, on a fee summary effective July 28, 2026. Small items are not charged, and Extra Day Grace Period waives the fee if the available balance is positive by 11:59 p.m., Eastern, the next business day.

Chase, Wells Fargo, and Citi each list a $15 monthly service fee, which is a different bill from the overdraft line and is the subject of the free checking guide. Bank of America's monthly maintenance fee on Advantage Plus is $12. Citi's overdraft line is the exception among those four names: the bank's comparison page says Citibank will not charge an overdraft fee, while the monthly fee can still return. The checking statistics page, updated September 23, 2026, puts the average verified checking APY at 0.45%. That blend is not a rate you can open. Which transactions the cushion ignoresEssential

SoFi covers debit-card purchases only. Chime skips ACH, Pay Anyone, and checks. Current skips ATM withdrawals, peer-to-peer payments, bill pay, and ACH, and Ally skips Zelle, ATM withdrawals, and wires. A utility pull can bounce at all four, with no overdraft fee and with a returned payment at the biller.

The other fee that survives a no-overdraft headline

Capital One, SoFi, and Ally price an outgoing domestic wire, the exit that still costs money after the overdraft line is gone, and Ally also caps the ATM rebate. Chime, Current, and Upgrade price an out-of-network withdrawal. Citi's monthly service fee can return when the waiver fails. Schwab can pull a shortfall from a brokerage, and margin on that brokerage can accrue interest.

Who holds the deposit

Capital One, Ally, SoFi Bank, Citi, Schwab Bank, Varo Bank, and Quontic Bank are the banks named on their checking pages. Chime places the deposit at The Bancorp Bank or at Stride Bank. Current and Upgrade name partner banks, and both mention Cross River Bank. Two apps at one bank share a cap if you already hold cash there.

Match the account to the shortfall you actually have

If you want a branch and a fee schedule that charges nothing whether the item is paid or declined, start with Capital One. The wire is the priced exit, and the approving option waits on a deposit history.

If you want a written dollar cushion on checks and debit purchases, Ally's CoverDraft is the one with two published amounts. It is not available the day you open, and it does not cover an ATM withdrawal.

If the checking balance should earn SoFi's published checking yield with or without a paycheck, that yield is separate from the debit cushion, which does require direct deposit and covers debit purchases only.

If you want the larger app cushion after a paycheck lands, Chime's SpotMe can rise with account history, and Current's limit is set in the app after a payroll deposit. Neither one covers a bill pull.

If you already bank at Citi and the only problem is the overdraft line, Regular Checking does not charge one. The monthly service fee is still there unless that month's waiver is met, and Checking Plus is a credit line, not a fee waiver.

If you will open a Schwab One brokerage, Schwab checking charges no overdraft fee and rebates ATM cash withdrawals worldwide. A shortfall covered from margin is a loan, and the brokerage is not a deposit.

If you want the swipe to fail instead of going through, Varo declines it. Quontic charges no overdraft fee, and its higher APY survives only in a cycle with the debit-purchase count on that page.

Evaluation Checklist

Read the fee that posts when the bank pays an item, and the fee that posts when it returns one. If either number is above zero, the account is not on this list.

Read which transactions a cushion covers before you move rent. A debit-card cap does not keep an ACH rent payment from being returned.

Find the deposit or payroll test, and the number of days before the cushion turns on. A new account is often declined until that history exists.

Name the bank that holds the deposit before you fund a fintech. If the brand is not a bank, read which partner is on your agreement before you count insurance.

Price one out-of-network ATM withdrawal and one outgoing wire, because those charges survive a no-overdraft-fee headline.

If a negative balance has a deadline, write it down. Several accounts can close when the shortfall sits unpaid, and you still owe it.
